Abstract

El presente trabajo estudia las estrategias y recursos desplegados por dos think tanks: NODO XXI y CEP, que participaron activamente entre los años 2013 y 2016 en el debate sobre la reforma del sistema de educación en Chile.

A nuestro juicio, este análisis es interesante, porque caracteriza las dinámicas de un proceso político clave para el sector educativo en Chile, pues se abrió una fuerte discusión sobre el rol del Estado, el mercado y la sociedad en la provisión y aseguramiento de servicios educativos.

Los resultados de este ejercicio, que utiliza técnicas cualitativas y cuantitativas de análisis, evidencian que Nodo XXI y CEP, a pesar de mostrar visiones ideológicas, discursos y objetivos políticos distintos, operan con las mismas estrategias de intermediación desde la sociedad hacia el Estado. La diferenciación se establece, entonces, por los recursos disponibles y utilizados, lo que explica su posicionamiento e influencia en el debate público y consiguiente toma de decisiones.

This paper studies the strategies and resources deployed by two Think-Tanks, NODO XXI and CEP, which actively participated in debate about the Reform in Chile’s Educational System between 2013 and 2016.

To our judgment, this analysis is interesting, because it accounts for the dynamics of a political process that is key to education in Chile, since it opened a discussion on the role of the state, the market, and society in the supply of insurance of educational services.

The results of this analysis, which employs both qualitative and quantitative techniques, evidence that Node XXI and CEP, despite showing distinct ideologies, discourses and political objectives, operate with the same intermediation strategies from society to the state. The differentiation is established, then, by the available and already used resources, which explains its positioning and influence in the public debate and subsequent decision-making.
