Hailing from Huang County (now Longkou City) Shandong, Liu Jibin was born in December 1938 and is currently 60 years of age. After graduating from the Engineering Economics Department of the Beijing Institute of Aeronautical Engineering in 1962, he was appointed to work in economic planning and production dispatching at the state-run Factory 112. From 1966 onward he held a succession of posts in the F- 8 Command Department including deputy section chief in the Production Office and section chief in the Production Dispatching Section. During this period, he also joined the Chinese Communist Party. In 1982 he assumed the post of vice president of the Shenyang Aircraft Manufacturing Company. He was enlisted as deputy chief engineer of the Ministry of Aviation Industry in January 1985 and then promoted to vice-minister in October. He was subsequently transferred to director of the State Administration for State Property. In 1988 he was appointed vice-minister and deputy Party group secretary of the Ministry of Finance (MOF). In 1992 he was elected to the 14th Central Commission for Discipline Inspection. The following year he was concurrently appointed to the Central Committee for Comprehensive Administration of Public Security and the State Anti-Drug Committee. In 1997 he was re-elected to the (15th) Central Commission for Discipline Inspection. In March of 1998 he was promoted to director of the newly reorganized Commission of Science, Technology and Industry for National Defence by a resolution of the First Plenary Session of the Ninth CCP Central Committee.
