Abstract

In the multipolarity of the 1990s, having lost the previous structuring focus of East/West relations, both centripetal and centrifugal forces act in significant ways. These two vectors will give margin to consolidation on the international agenda - in the midst of the specificites of national interests - of global themes such as democratic issues, human rights, competitive efficiency, financial disequilibria, drug traffic, disarmament, and the environment The transformations which have occurred in the world have not yet received an appropriate internal response. In this context, the author analyzes the possibilities and restrictions for Brazilian foreign policy in the face of some emerging global questions. The text proposes that the velocity of scientific-technological innovation has been the decisive variable in the international economic sphere. This, in combination with the recent dissolution of the East/West dichotomy, has made the world more relevant to Brazil and Brazil less relevant for the world. Hence, one sees the importance of measures in the domestic plane and proposals for finding "issues of opportunity" in the foreign plane which will make it possible for Brazil to control its own destiny in the 1990s.
