INTRODUCTION
This is the sixth edition of the T&R Newsletter. The purpose of the newsletter is to provide technical information of interest to SNAME members and to keep them up-to-date with the activities of the T&R program. This is the first Newsletter to be published as part of "Marine Technology". It is our intention to continue bringing you the Newsletter in this manner. .

The objective of the SNAME T&R program is to establish research priorities based on anticipated industry needs, to carry out research programs designed to meet those needs, and to play a regular and active role in commenting on industry problems and events that require technical input. The SNAME T&R program cooperates and works closely with the SNAME Advisory Public Service, Publications, Papers, and Planning Committees and with other national and international technical societies.
One of the Program's major activities has been the development and distribution of T&R Bulletins, Guides and Codes for use by naval architects and marine engineers in their design, production, testing and vessel operation activities. In the 1990's many of these T&R documents have been updated and some new ones developed. A major ongoing goal of the T&R program is to continue the review, updating and reissue of existing documents and to develop new ones as needed and as appropriate. The suggestions of all SNAME members in this regard are solicited and welcome.
The program's guiding body, the T&R Steering Committee, strives to be proactive. It meets three or four times per year, generally in conjunction with major SNAME or other marine functions. The Steering Committee oversees the activities of nine technical committees, each with a group of technical panels, and several independent ad hoc technical panels.
