1 Introduction
Enterprise's competitive position is not fully determined by the capacity and resource it possesses, in fact, it is largely influenced by the strategic alliance's breadth and depth of strategic alliance, which establishes with other enterprises worldwide, and the ability to acquire and exchange knowledge, information and resources with the purpose of complementing each other, sharing knowledge, risks and benefits, and finally creating enterprise value ([1] Bresnahan and Greenstein, 1999; [2] West, 2003; [3] Chesbrough, 2003). Therefore, more and more enterprises adjusted their competition relations with others strategically by changing antipathetic competition into cooperative competition extensively, establishing strategic alliance aimed at improving their core competence. In 2007, to promote national technical innovation project six departments including Ministry of Science and Technology, Ministry of Finance, Ministry of Education in China, etc. defined the concept of industrial technology innovation strategic alliance. The officials and researchers of Ministry of Science and Technology such as [4], [5] Li (2010, 2007), etc. defined industrial technology innovation strategic alliance as a long-term and stable interest community whose main body is enterprise and is formed through its members' complementary advantage and cooperative innovation. The league is aimed at transforming the short-term and dispersed cooperation model of industry in the past, academia and the research community alliance into a long-term, close and stable cooperation relationship by establishing a contract relationship which will make its members invest, exploit and share risks and interests jointly [4], [5] Li (2010, 2007).
Technological standard alliance is an important organizational form of industrial technology innovation strategic alliance, and also an important way to promote the realization of technological standardization of industrial technology innovation strategic alliance. Nowadays, technological standard alliance cannot only improve enterprises' independent innovation capability, but also accelerate industrial structure transition and upgrade, such as Intelligent Grouping and Resource Sharing (IGRS) and TD-SCDMA Alliance in China. At present, setting up standard system through technological standard alliance has gradually become the consensus of many enterprises. [6] Besen and Farrell (1994) pointed out that the establishment of standards had transformed from the pure competition between enterprises into competition and cooperation vertically and transversely, namely the product compatibility among suppliers, complementary products suppliers, and the rivals.
