Closing roads does not always lead to a big increase in traffic congestion, according to new research unveiled by the United Kingdom's Department of the Environment, Transport and the Regions (DETR) and London Transport. The 80,000 research study started in March 1997 and was carried out jointly for the DETR and London Transport.
