David Kapell, 57, a realtor and antique dealer who brought controversy, flair and lasting accomplishments to the mayor's office in the tiny municipality of Greenport, has announced he won't seek reelection when his term expires in March.
During his 13-year reign, Kapell disbanded a comically scandalous police force, lowered taxes and transformed Greenport from a shabby backwater into a sharp, visitor-friendly destination by turning a crumbling waterfront into parks, boardwalks, marinas and harbor views. He also took his share of heat, especially when he engaged the Guardian Angels to patrol Greenport streets and conducted a private village census.
