Abstract

Under the Clean Air Act, EPA sets health-based air quality standards and then designates attainment and non-attainment areas, the latter of which are required to craft stringent state implementation plans (SIPs) outlining the pollution controls they will impose on industry to cut SO2 and attain the NAAQS.
