The Conservation Law Foundation wants Rhode Island's energy facility siting board to reject Invenergy LLC's application for the 900-MW Clear River Energy Center on the grounds that the application is incomplete.
The environmental advocacy group said Invenergy is violating state law and rushing the application process in an attempt to meet a deadline for a forward capacity market into which the proposed natural gas-fired plant would be bid.
