UNESCO's Educat ion for All movement represents a global commi tment to prov iding quality basic education for all children, youth, and adults by the year 2015. Reaching that goal will require increased attention and financial support for education throughout the world.
Statistics show that some 776 million adults lack basic literacy skills; most are women. Furthermore, more than 75 million children do not attend primary school. In some areas, even those children who can attend school do not have access to high-quality programs and teachers.
With this in mind, the International Reading Association (IRA) has worked with the American Institutes for Research (AIR) to produce an early grades toolkit titled First Principles for Early Grades Reading Programs in Developing Countries.
