According to the notice, manufacturers can submit written rebuttals to comments for EPA's consideration or may revise applications in response to comments. According to the notice, EPA has previously approved requests for off-cycle credits for solar reflective paint and glass and glazing that reduces solar heat, all of which limit the need for air conditioning, reducing fuel efficiency and increases emissions.
