On March 3, 1998, the FDIC released guidelines it has developed for financial institutions choosing to have their Community Reinvestment Act (CRA) performance evaluated under the strategic plan option. Financial Institution Letter 26-98. The strategic plan's required contents and the FDIC's criteria for evaluating a strategic plan are included in the agency's CRA regulations at 12 C.F.R. sec 345.27. The guidelines address various issues that have arisen in FDIC's review of plan submissions, and the agency wants to provide banks with the benefit of that experience. One section in the guidelines identifies specific resources from which institutions may obtain demographic, economic, and related data to prepare their plans.
