Two years after deciding it did not have jurisdiction over onshore gas-gathering, the Federal Energy Regulatory Commission (FERC) has dealt with offshore gathering. In a policy statement issued in late February, FERC said it will presume that pipelines located on the Outer Continental Shelf (OCS) in waters at least 656 feet deep are gas-gathering lines up to the point of their "potential connection with the interstate pipeline grid" and therefore outside its jurisdiction.
