Although licensing issues aren't resolved, 10 companies comprising the DVD Forum have agreed on specifications for DVD-R and DVD-RAM. The Forum opted to use the organic dye layer recording method with DVD-R to maintain a low cost of materials. For DVD-RAM, drives will use phase-change technology in which signals are recorded to a film that the drive's laser transforms from a crystalline to an amorphous state. The signal is read as the difference of the laser's reflection rate between the two states.
