Abstract

[...]in a written response to a question from Sen. Max Baucus (D-MT) following a March 7 hearing on the president's trade agenda, U.S. Trade Representative Ron Kirk outlined five specific areas in which the U.S. will not be able to reap the benefits of Russia's WTO accession if it does not extend permanent MFN to Russia, although he noted that U.S. exporters no matter what will benefit from tariff reductions Russia has made as part of joining the WTO.
