Abstract

According to market participants, the surge in US capital markets regulation, exemplified by the Security and Exchange Commission's (SEC) adoption of a consolidated audit trail (CAT), has occurred without proper debate. Speaking at Sifma's 13th annual market structure conference last month, Goldman Sachs' equities management managing director, Matthew Lavicka, said there were now too many regulators involved in US markets.
