HARBOR SECURITY typically isn't the first thing that comes to mind when one considers homeland security. But there are good reasons why it should be. In the United States, there are more than 300 ports and harbors conducting trillions of dollars in commerce annually. Many of them handle a wide array of toxic, flammable, and explosive materials. With many of these facilities located near heavily populated areas, harbor security is a very high priority indeed.
