The UK construction industry is sometimes criticised for a lack of expertise when it comes to managing risk on major infrastructure, and the resulting impact on costs.
The biggest infrastructure project on the country's books, High Speed 2, has contingency of £14.4bn factored in to its overall £42.6bn cost. Its leaders say critics of the price tag should understand that contingency does not necessarily equal expenditure.
Take away contingency and a £28.2bn north-south link suddenly looks a lot more appealing.
But Lord Adonis, part of the Labour government that originally proposed HS2, has made the point to Construction News that we are not learning our lesson.Barrier to infrastructure
