The Japanese government cannot proceed with its plans to build a second runway at Tokyo's Narita Airport until it is able to secure the remaining land needed for expansion. Narita airport authorities say they have been able to acquire 17,728 square meters of land out of 18,282 square meters needed to expand, but eight land owners so far have refused to sell their plot totalling 554 square meters.
