A New York state audit found the Town of Hempstead inappropriately taxed residents nearly $13 million over four years during which it failed to tax village residents to fund its animal shelter.
The audit by State Comptroller Thomas P. DiNapoli's office was conducted following requests by town residents and Nassau County District Attorney Kathleen Rice.
DiNapoli said auditors found "problems that plague the operation of this facility" whose "finances need to be more closely scrutinized to ensure that animals receive proper care and taxpayers aren't paying excessive costs. "
