Today is the first day on the job for the new Secretary of Housing and Urban Development, Andrew Cuomo. We'd like to wish Mr. Cuomo luck in this critical job and note that his career as an advocate for the rights of the homeless augurs well for the job he will be facing in the second Clinton Administration. And we'd like to take this chance to say farewell to the outgoing Secretary, Henry Cisneros, who has done this tough job as well if not better than any of his predecessors in recent history.
Mr. Cisneros was busy right up until the end. In recent weeks he has worked to restructure HUD's troubled multifamily portfolio (an Augean stables job his successor will be busy with) and to announce a $20 million pilot (developed by Mr. Cuomo) for community empowerment banks, which will work like micro enterprise funds...
