Abstract

Smaller carriers - and even some high rollers - are using service bureaus to perform some or all OSS functions because of the high cost of installing on operations support system on a network, even if only during a start-up period. One of the new outsourcers, Cincinnati Bell Information Systems, does 30% of the billing functions for the wireless communications industry and is branching out into other customer care avenues.
