Abstract

Contracting is becoming an increasingly important way government gets its work done. A number of agencies spend a majority of their budgets on contracted products and services. Most agencies contract for development of IT applications that are crucial to running their organizations. For such functions, agency success is dependent on contracting success. Contracting management must be considered a core competency of federal organizations. Ways in which agencies can put contract management at the core are examined.
