Hertfordshire County Council cranks up the "competitive pressure" with a restructure, framework of contractors and a performance-based selection process.
Ringway has been named preferred bidder for a £420 million highways contract in Hertfordshire.
The seven-to-twelve-year contract is one of a series being let by the council to replace its long-term highways partnership contracts with an Amey Lafarge JV and Mouchel, which expire at the end of September.
