January 16, 2018 | Tony Bertuca House Armed Services Committee Chairman Mac Thornberry (R-TX) said he expects Congress will need to pass another continuing resolution this week to avert a government shutdown Friday, but stressed that every day under a stopgap measure does damage to the Defense Department. "The question is do people want an agreement or do they want to have an issue?" House Speaker Paul Ryan (R-WI) has been using many similar talking points in public appearances and is scheduled to discuss military readiness Thursday at the Center for Strategic and International Studies. Sources familiar with a draft of the strategy say that it emphasizes the modernization of weapon systems over a more traditional build-up in force structure, though the sources note the White House Office of Management and Budget has worked to give DOD guidance that would increase end-strength levels.
