The Clinton administration's Technology Reinvestment Plan (TRP), designed to promote dual-use technology, surprisingly has been more successful in producing single-use technology that is used by the military, a new report says. Vigorously attacked by critics on Capitol Hill as a non-military use of DoD money, TRP has actually failed in its mission to foster dual-use technology, says the study by the National Commission for Economic Conversion & Disarmament (ECD) of Washington, D.C.
