Abstract

Rather than placing the RSA/MSA spectrum in the middle of the band, as RTG and T-Mobile propose, Verizon Wireless says the Commission should put it at the beginning of the band. Doing that would mean that spectrum licensed by larger economic areas (EAs) and regional economic area groupings (REAGs) would be contiguous, "permitting both efficient geographic and frequency aggregation," the carrier said. Verizon Wireless also noted concerns expressed by rural carriers that the RSA/MSA spectrum designated by the FCC was in a block currently encumbered by broadband radio service licensees. Like the RTG-T-Mobile plan, there would be no 30 MHz license - which was included in the FCC's band plan - under the Verizon Wireless plan.
