Abstract

Under the proposal, "VoIP service" would have the same definition as "interconnected voice-over-Internet protocol" set forth in the rules and regulations of the FCC, and would be considered "located" within West Virginia if the service is used primarily in the state. If an end user fails to assert a "state of primary use," VoIP providers would use the registered service address.
