This thesis aims to demonstrated the importance of policy documents in the discussion and future establishment of an independent Palestinian state. It examines the role of political communication and political leaders in the formation of a two-state solution as well as in the peace process. A policy analysis from the timeframe of 1978–2004 is used to demonstrate the shift and successes (or failures) of negotiations in the establishment of an independent Palestinian state.
