Contract Award Notice: The Scottish Government, Glasgow City Council, Glasgow Life and Glasgow City Marketing Bureau wish to commission a Visitor Impact Study for Glasgow 2014 Commonwealth Games.This is primarily a survey of Games-time spectators, but should also consider other Games-time visitors as proportionate, for example participants, officials, media, volunteers, guests and contractors.In addition to attending ticketed sports and cultural events (such as the Opening and Closing ceremonies), visitors may also be attending un-ticketed cultural events within the Festival 2014 programme, including the Merchant City Festival.This commission will form part of a wider economic assessment being conducted as part of the 2014 Legacy Evaluation (http://www.scotland.gov.uk/Publications/2012/10/9710).This commission is to be undertaken in two phases:Phase 1:- Finalise and test a questionnaire by June 2014 which is compliant with the Event Impact methodology currently used within Glasgow to calculate the impact of other major events.- Conduct a well-designed and executed survey at Games-time (July 23rd 3rd August 2014) in Glasgow and potentially in the other host local authority areas.- Analyse and report on the estimated number of Games-time visitors and associated visitor expenditure in Scotland, Clyde Valley region and Glasgow, for release following publication of official domestic and day tourism statistics in October 2014- Analyse and report on the estimated number of Games-time visitors and associated visitor expenditure for visitors attending the Festival 2014 Programme, including a breakdown of information for those attending the Merchant City Festival specifically.- Provide a clean and quality assured final data set to the commissioning organisations by November 2014Phase 2:- Provide Games-time Visitor Impact Reports for Glasgow and the Clyde Valley region. This will provide estimates for GVA and employment impact of Games-time visitors, accounting for leakage, deadweight, displacement and substitution effects. Direct and indirect impacts effects should be estimated using approaches consistent with Event Impact, Scottish Government Input-Output framework recommendations, and national statistics on tourism (available in early 2015).
